How I made my PC boot into "console mode" when woken by a controller (took way longer than it should've)

Wiring a controller to wake the PC straight into Xbox Full Screen Experience, and a mouse to wake it into a normal desktop — a multi-day trip through BIOS settings, USB power management, a firmware reflash, and a race condition in Windows' own event logging.
